Your letter of the 9th duly reached me, and this morning, I have received from Mr. Duncan Kennedy a copy of the late Sir David Owen's Report which I have glanced through, not having yet had time to study it in detail.
The Port of Hong Kong and its future are subjects of interest to readers of this Journal. "e have already in May, 1926, and December, 1936, published important articles on the port and its development, so that it is only natural to expect the Journal to reproduce and examine the propo- sals made in the present Report.
In view of the fact that the Report has been published and copies issued to the press, I hope I may take it that there will be no objection to its reproduction in this Journal to whatever extent may be considered desirable. In particular, I should feel it necessary to present a copy of the plan, without which certain sections of the Report would not be intel- ligible.
The difficulties and delay involved in any formal application to the Government of Hong Kongare obvious. By the time a reply is received, the Report would have become, if not "out of date" at least, a little stale. Unless I hear to the contrary, therefore, I will venture to assume that no obstacle will be placed in my way by the Colonial Office in car- rying out the intention expressed above.
The copy you have kindly placed at my disposal through Mr. Kenne- dy will serve my immediate purpose, but I should be glad of another copy if one can be spared.
